Description of the flag

The flag of the City of Loveland, Ohio, is diagonally divided from upper hoist to lower fly, white over dark blue, heart with "1796" on it in the center, five green leafs above, and red ribbon with "LOVELAND" below the heart. Image of the flag is presented in Wikipedia: en.wikipedia.org/wiki/File:Flag_of_Loveland,_Ohio.png

About the city:
"Loveland is a city in Hamilton, Clermont, and Warren counties in the southwestern part of the U.S. state of Ohio. Considered part of the Greater Cincinnati area, Loveland is located near exit 52 off Interstate 275, about fifteen miles northeast of the Cincinnati city limits. It borders Symmes, Miami and Hamilton Townships. The population was 11,677 at the 2000 census, and was estimated at 11,154 in 2006." - from Wikipedia: en.wikipedia.org/wiki/Loveland,_Ohio.

The Wikipedia site says that the Loveland flag image is based on one seen flying, and not on the flag in City Hall. It was drawn by the uploader using Seashore, "loosely based on a photograph taken of the flag that hangs above the main lobby at Loveland City Hall.... This photographed flag is probably an amateur reproduction of the actual flag located inside the council chamber, which the uploader did not have access to at the time. For this reason, he has taken the liberty to make the motto look more typical of heraldic mottoes."

The flag used for the illustration is apparently one "loosely based" on a photograph of a flag above the main lobby of City Hall, we are not certain whether indoors or out. I have no idea why it would be "an amateur reproduction" of the flag in council chambers. Since the artist "has taken the liberty to make the motto more typical of heraldic mottoes," one can suppose he thought the yellow fimbriation would enhance the ribbon (and, in fact, does). However, I did photograph the flag in the council chambers, and the flag is very similar to the illustration except for the following details:
1. The shade of blue is just a bit lighter.
2. There is no yellow fimbriation around the heraldic ribbon, and no yellow at all on the green buckeye leaves above the heart. The yellow is apparently the artist's enhancement.

Personnel in City Hall said the flag was designed by Howard Miller, but they could not tell me when.
