It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and blue.

Coat of arms

Shield Azure, a fleur-de-lis Argent, flanked by two olive branches Or in saltire, fruited Sable, issuant from base an embattled wall Argent masoned Sable with pinnacles dancetty. Mural crown Argent with four visible towers (town rank) and white scroll (Bénard Guedes style) with inscription in black capitals "AVÔ".
Meaning:
The base wavy is referring to Alva River and Pomares Creek. The fleur-de-lis is an attribute of Our Lady of Assumption, the local patron saint.
