This Wisconsin flag uses the wrong type of design without the name and date. In 1975, flags were also being sold that improperly had the state seal on them instead of the coat of arms. Wisconsin Secretary of State Douglas J. La Follette noted that the correct state flag did not have the banner of thirteen stars at the bottom.

Before 1981, the Wisconsin state flag did NOT have any writing on it, just like some other state flags, the design is similar to that of Civil War regiment banners and is clearly inspired by that, the flag was adopted in 1863 but it was formally added to the Wisconsin statues in 1913 when the design was first standardized, even though the design was standardized until 1981, the flag still had some issues with its appearances. The addition of the text on the flag dates to 1973, when the senate was attempting to add the words on the flag however it was already criticized for being too cluttered, by 1975 some flags got incorrectly made that it improperly shown the state seal and variants of it instead of the state coat of arms, this variant of the flag contained a banner of stars below it, I own a 12x18 inch classroom flag of this but with 13 stars but I've seen some with about 9-10 stars instead.
In 2015(?) I once visited Wisconsin and spotted a flag display at a truck stop with a bunch of vintage flags framed into the wall, among them was a pre-1981 flag but with a yellow ring around it.

I was purchasing a lot of vintage Detra-made table flags from a flag store liquidation on eBay, among the set was not many historical ones besides some 1980s Minnesotan flags, SFR Yugoslavia and Pre-1992 Nevada, however there was a set of Wisconsin flags that bore a strange font on them and an enlarged coat of arms that seemed "off", my assumption was they reprinted on pre-1981 flags to save money, I could tell as the white dye used on them looked brighter than the white dyes used on the seals printing, the text and year was crudely printed on as some splatters can be seen, I found some similar looking Detra-made flags from a flag vendor named "flagguys" which can be found here along with the incorrect banner of stars: https://www.flagguys.com/img/eswi.jpg
