Flag

I was told by Cathie Simonovich, City Clerk of Scotts Valley, that the city has no flag. This was in response to an undated photo of a flag with the city seal on a tartan.

That flag is the official city seal on an official Scotts Valley tartan, used as a background fabric of the flag. So, there is nothing unofficial here. Of course, in many cases city/town flags are produced upon a request by some department (usually Public Works, Roads, Recreation department or by Beautification Committee or City Chamber) without official approval by the City Council, and are paid from the department budget, so there is possibility that the city clerk doesn't know that.
