The flag of Angarsk is made of emerald, yellow and azure horizontal stripes. The upper stripe of emerald color symbolizes the abundance of verdure and taiga. At, I have found description of city of Usolye-Sibirskoe (in Irkutsk oblast) flag. It is green — light blue (goluboĭ | голубой) field with white diagonal stripe. Ratio 2:3. Width of white stripe is equal 1/6 of the «general size of the flag». I think they mean length of the flag (but I’m not sure)
