It is a fairly typical Portuguese communal flag, with the coat of arms centred on a plain background quartered of yellow and black (town rank).

The arms are Argent ten barrulets wavy Azure and overall a local rabelo river sailship Or garnished Sable, sailing on the last barrulet and in chief two olive branches Vert fruited Sable their stems in saltire. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "VALENÇA DO DOURO".
Meaning:
The base of the arms is canting, standing for the Douro River. The ship was used for the transport of port wines.

Valença do Douro Commune is one of the 13 communes of Tabuaço Municipality (q.v.); it had 451 inhabitants in 2001 and covers 8,96 km².
