About the Flag

It is a fairly typical Portuguese communal flag, with the coat of arms centred on a plain white background (commune rank).

Coat of arms

On shield Azure a moutain Argent lined Sable above base wavy Vert and Argent, above two sugar loaves of the samestriped PURPURE, above a pair of couped keys crossed per saltire, one of them Or and the other Argent. Mural crown argent with three visible towers (commune rank) and white scroll reading in black upper case letters "FUNCHAL - SÃO PEDRO".
The keys are an attribute of St.Peter. The sugar loaves are the local municipal emblem of Funchal city. The base wavy is symbolizing the sea.
Source: I spotted this flag at the gate of a convent near the parish church on 18 February 2012.
