The coat of arms of Ciudad Fernández was adopted through a call for submissions from the Municipal Council, in which 12 works were submitted. It was designed by Carlos Antonio Ortíz Macías under the pseudonym "Dos Puntos", being decided as the winner on 14 October 1994. An awards ceremony was held on 29 December at 11:30 am in the "Leopoldino Ortiz Santos" auditorium. Later, it was approved officially on 9 September 2006 in an Ordinary Session of the Council, being presented by Prof. Rogelio Torres Sánchez of the Department of Recreation, Culture, and Sport.

Over the shield is lambrequin, which reads the date of foundation, "9 de Enero de 1694" [9 January 1694]. It is topped by a cross for Christianity, common in the city; the color purple signifies dignity, power, sovereignty, and greatness. Under the shield is a ribbon which reads "Villa de Santa Elena", its name at the time of its foundation. The shield is divided into three sections: one big one at the top and two at the bottom. It is of Spanish form, having a rounded point at the bottom, and has a blue background for hope, abundance, liberty, faith, friendship, service, and respect. The upper section depicts mountains and the sun, as the region has many valleys and mountainous zones with fertile soil. This section also depicts the Rio Verde represented by three blue stripes. The lower-left section depicts the image of General Zenón Fernández, native of the land who proclaimed independence of the region and is the municipality's namesake. The lower-right section depicts the Ojito de Agua watering hole, as it has existed since the time of its first settlements.

Coat of Arms before 2006

Although it appeared in Article 6 of Chapter III of the Municipal Regulation of Police and Government, it was not approved officially for some time. The only differences made after its official adoption were the image of the general Zenón Fernández (lower-left) and the watering hole (lower-right), which were modified to carry more realistic depictions.

Ejido El Refugio

The coat of arms of the El Refugio ejido was approved officially on 9 September 2006 in an Ordinary Session of the Council, being presented by Prof. Rogelio Torres Sánchez of the Department of Recreation, Culture, and Sport for being made official. Also approved in the same session was the municipal coat of arms.
