Brown flag with two white semicircles and a drop-like shape. 2:3~
Proportions of the flags are given from W. Smith 1980. Interestingly some of the flags there are marked as state flags while this one has no markings. I am not quite sure how to interpret the meaning of missing markings.
Željko Heimer, 16 November 1996

The prefecture emblem was adopted on Apr 15th 1953 but there is no flag law. They used a maroon flag with a white prefecture emblem in the center.
