An article in our bibliography as [mar87] is by Günter Mattern: "Flags of National Life-Boat Societies", issued in the [icv85] Communicaciones, XI Congreso Internacional de Vexilologia, Madrid, 26-31 Mayo 1985, pp. 125-135. The article is available at
http://internationalcongressesofvexillology-proceedingsandreports.yolasite.com/resources/11th_Madrid/10%20Mattern.pdf. Mattern describes and shows the logo in the centre of the flag. A quick reuse of Victor's image matches well with what is shown in the article.

Pre-1917 flag

According to Mattern [mar87], this flag was used until the independence in 1917, but he does not say what was used afterwards, and before 1930. In 1930 Commander E. Huttunen designed a new flag - the national flag with a blue-edged white disk in the centre of the cross containing a blue anchor in front of a red cross "enhanced".
Image made using standard Finland flag dimensions, - the article shows a shorter one, but I guess it is not intentional.

1981 flag

The flag was modified in on 1 Jan 1981 to conform with the new national flag legislation, basically on the cross of the national flag there was added a thin white cross, like in the case of the yacht ensign. The design of the circle and the emblems within it is basically the same as before, however, Mattern [mar87]shows some minor artistic differences - not sure if these are significant or only due to various sources used - but I tried to replicate them.
