There are three variations of the Presidential Flag. Based on the image at https://president.az/en/articles/view/61113 (archived here) the flag is a square variant of the state flag with the state emblem in the middle of the red stripe.

Two web pages (https://mod.gov.az/en/news and https://azersuvenir.gov.az) show the flag as a 1:1 ratio. The law at https://e-qanun.az/framework/15400 shows the flag as square, along with the illustration for reference. The last line states the standard "can be produced in other sizes" but did not state that the 1:1 ratio must be maintained. The text, in the original Azeri, is as follows: "Azərbaycan Respublikası Prezidentinin ştandartı (bayrağı) müxtəlif ölçülərdə ola bilər."

Both French Navy Books illustrate a Presidential Flag used at sea, which is based on the naval ensign, but state emblem and national colors are placed on the white field instead of crescent & star emblem and anchor. Its proportions are 3:5.

According to the Decree of the President of the Republic of Azerbaijan No. 828 dated September 15, 2008 (text), the land flag of the President of Azerbaijan (photo) is a square flag that consists of the colors of the national flag in the order of blue, red and green. In the center of this flag, the state arms appear in full color.

The sea flag of the President of the Republic is in proportions 3:5, white with a light blue cotised wavy stripe along the bottom, as in the naval flag. Along the middle of the white field are set the national tricolour stripes defaced with a white disk of diameter larger than the width of the tricolour, in which is set the national coat of arms.

The sea flag of the Minister of Defense is in proportions 3:5, white with a light blue cotised wavy stripe along the bottom, as in the naval flag. Along the middle of the white field is set a light blue stripe (1/5th of the hoist). In hoist are placed a red crescent and star fimbriated white, and in fly a light blue fouled anchor within a yellow wreath with a ribbon of national tricolour in base all fimbriated from the blue stripe in white.
Compared with the national flag, the flag has a bigger (or equal) star and a more "opened" crescent.
