Indeed, a local history organization appears to have revived the flag in 2022, which has made a version without any text as the most common version. The flag was originally created by James Fogelman in 1960 as part of a bicentennial committee; its description is as follows:
"Four rectangles of gold and red that stand for the four communities of which Bernards is composed: Basking Ridge, Liberty Corner, Lyons and West Millington. Bound in white, symbolic of purity and truth, the red is for the blood of life and the gold is for a prosperous and flourishing community. White is for purity. Two enormous oak leafs adorning the red-gold field represent the township’s old oak tree, a symbol of strength, sturdiness and character. The twin oak leaves also stand for the township’s 200 years."

Flag is quartered yellow and red, with narrow white stripes at top and bottom. A large white oak leaf on the upper hoist quarter, and a large yellow oak leaf on the lower hoist quarter. TOWNSHIP OF BERNARDS is written on upper fly quarter.
Bernards Township is a Township in Somerset County, New Jersey, United States. As of the United States 2000 Census, the township population was 24,575. What is now Bernards Township was originally formed by Royal Charter as Bernardston Township from remaining portions of Northern precinct. It was incorporated as Bernards Township as one of New Jersey's initial group of 104 townships by an Act of the New Jersey Legislature on February 21, 1798. It appears the town still uses the flag with some text on it, as I have seen an image of it in use in the municipal building.

According to the same source, the flag was created by township resident Cathy Mondoro and C.J. Designs, with Mondoro creating three designs that the township government thought about. Red, white, and blue were not used to make it more specific to the township. "Mondoro chose the yellow and green colors often used by the township and incorporated the oak leaf symbol as an homage to the Old Oak Tree in Basking Ridge."
