There is text-based evidence from an October 1981 issue of The Hartford 
 Courant that the town of Woodstock, Connecticut has a flag or had a flag at one 
 point. The article's main focus was something totally unrelated but one 
 paragraph mentioned then-First Selectman Isham L. Martin Jr's successful bid to 
 obtain a town flag:
One of Martin's accomplishments has been to get a 
 "town flag," after having a flag design contest among local schoolchildren. On 
 days when there's a town meeting scheduled, Martin runs up the town flag on the 
 flagpole in front of Town Hall.
