According to an old 1974 issue from the Hartford Courant, the official flag 
for the town of New Hartford is the classic Betsy Ross flag. It was selected by 
the town committee for the then-upcoming national bicentennial.

The article says that this flag was "selected as the official town flag for 
celebrating the bicentennial." So, I don't think it became the official flag to 
represent the town. This flag can be considered, in contrast, to the other 
bicentennial flag with a star surrounded by red, white, and blue lines and 
"AMERICAN REVOLUTION BICENTENNIAL" and dates around it.
