so: This represents the clearance of farms in the woods by the use of fire and 
is also a remembrance of the gruesome church fire of 1822. The colors symbolize 
the forests and the Glomma river.
And, I would guess that this design is somewhat canting, as the municipal name 
sounds like "grue" of "gruesome" (with the meaning dreadful in Norwegian too) 
and the wolf-teeth are "gruesome" enough, but it may be that this symbolic was 
not intended.
