These flags seem to ultimately come from the website of a South Korean (ROK) governmental institution or organisation. My guess would be that even the ROK never intended these as flags to be used by the provinces (in a future reunified Korea), but that they are simply "domino" banners, used by ROK-endorsed associations for ROK citizens who originally come from the respective North Korean provinces. If they were Democratic Peoples Republic of Korea (DPRK) flags, they would not use Chinese characters and would probably include DPRK symbols.

Pyonganbuk (P'yônganbuk) - North Pyongan

The newer provincial flag uses the template of the Korean Government Flag. Governor Oh Young-chan, who had taken office the August before, instructed the secretariat to replace the flag. The Regulations on the Management of North Pyongan Province Symbols were promulgated on 25 November 2019; though it wasn't until 26 December that the flag was officially raised.

The flag features, over a white field, the Korean government logo which is the Taegeuk; with the text North Pyongan Province underneath in gray in Korean. The director described the Taeguk: “The new design is composed of a Taegeuk pattern and the words ‘North Pyongan Province.’ The Taegeuk pattern takes a dynamic and open form, signifying identity through the combination of the three colors—blue, red, and white—and the beauty of negative space; blue represents life, red represents dynamism, and white represents light.”

The http://5donews.co.kr/index.php article mentions the old flag until 2019 featured a design of a tiger wrapped in willow leaves on a blue background, with the characters 'North Pyongan Province' written twice. It was claimed that the motive for changing the flag was because its symbolism was significantly lacking compared to other provinces; with it being mentioned it appeared similar to sports organizations; apparently, the flag's details do not reflect accurate information either.

Sinheung County

It appears someone on the forum at https://arca.live/b/city/35828169 found a flag for Sinheung County, the one de-jure administered by the ROK. I am honestly not sure which one is the flag; there is one in lighter blue and a more purplish tone, closer to the provincial flag. Either way, they both at least appear to depict the same emblem, which is a flower surrounded by a laurel wreath tied together by a red ribbon. In the flower's center appears to be two characters. At the bottom is a more expanded text.
