Located in Tsuchiura City Ibaraki Prefecture and established in 1994. The embroidered ceremonial flag has blue background with a gold emblem plus "大學" and horizontally written gold kanji university name in gold fringe. The university emblem is of a plum flower that endures wind and snow and continues to bloom until it opens its fragrant and noble blossoms and bears fruit. The emblem of the university was established to encourage students to be neat, disciplined, and respectable people like the plum flower, and to overcome any difficulties and bear splendid fruits. The white plum flower is the symbol of the university and also represents the university's founding spirit. The abbreviation of the university emblem is TIU.
