The Headquarters for the reconstruction of Atbat Aliayat was established in 
2002 by Ali Khamenei (other sources mention 2003) and is responsible for the 
development of Shi'te shrines in Iraq and since 2014 it has started activities 
in Syria as well.
Al-Atabat Al-Aliyat (Arabic: العتبات العالیات lit. 
sublime thresholds), which is also known as Al-Atabat Al-Muqaddasa (literally: 
holy doorsteps) are the shrines of six Shia Imams (which are part of the
Twelver Shi'ites) located in four cities of 
Iraq, namely Najaf, Karbala, Kadhimiya and Samarra; and actually the whole of 
these Imams' shrines (graves) are called Atabat Aliyat. The mentioned cities 
have significance due to shrines of those six Shia Imams who have been buried 
there.
It was registered as a non-government organization and since the 
beginning it was headed by Qassem Soleimani. It is affiliated with the
Quds Force of the IRGC. Its members are labeled 
as "نیروهای جهادی" (English: Jihadi(st)
forces).

background with the logo in the middle, the logo being a half cupola with a 
minaret in the middle, topped by a red flag (most likely intended to represent a
Shi'ite muslim banner and on the
right the 
organization's name in Farsi in green and the organization's name below in black 
letters as well, also in Farsi.
