The city of Kerekegyháza is situated in the northern part of
the county of Bács-Kiskun, near Kecskemét.
Regulations of flag and Coat of Arms (in Hungarian) at <www.kerekegyhaza.hu>.
Based on communication with Mayor's Office, there is an error in
regulations, and the flag's proportion should be 1:2. In the
Regulation there is only the vertical variant.
I have found a photo
of an horizontal version in ratio 2:3.
