Humberside Airport is located in North Lincolnshire. North Lincolnshire is a
unitary authority area in the region of Yorkshire and the Humber in England (for
ceremonial purposes it is part of Lincolnshire). The airport was managed by
Manchester Airports Group the biggest in the UK,
from 1999 until August 1, 2012, when it was sold to the Eastern Group of
companies. North Lincolnshire Council retains a minority of shares in the
Airport.

Could the blue flag be that of Eastern Airways, which has its HQ at
Humberside Airport (http://en.wikipedia.org/wiki/Eastern_Airways)?.
The airways seem to be part of the same group that own the airport itself, which
is why they use the same wavy device in their logo. Looking at the picture on
Geograph, the writing looks more like 'Eastern' than 'Humberside', but it is
difficult to be certain.
