black contour lines, and the scroll is red with white lettering on its front 
side and and white on its back side.

This page 
says that the arms were granted in 1974, designed by the College of Arms in 
London, England. It includes the axe as a long used emblem of the University, 
two heraldic cushions taken from the arms of main founder James William 
Johnstone, and wolves heads canting for Wolfville, 
where the University is located.

The university also uses a more elaborate banner of arms for 
convocations which displays the contents of the arms counterchanged in white and 
blue.
