Description of the Flag

A blue field with a white upright cross, which does not extend to the hoist, overlain by a red rectangular-linked chain across the top of the flag, and in the lower hoist a small disk divided into three sectors, white, yellow and black, and extending from the disk an expanding green ray toward the upper hoist.
