I could only find the occasional photograph where there was a stand of
just two flags in the background; no municipal flag. But recently, something
else has turned up:

is an album on Flickr about Melhor Caminho e Hortalimento in Mesópolis in May
this year, and there are several pictures showing three flags. Especially the
eleventh photograph shows quite a bit of detail of the third flag behind the
people sitting at the table, if you view it in its original, huge resolution.
Plus the 25th photograph shows people standing half in front of the flags, but
appears to include most of the hoist.
Unfortunately, it's a bit hard to
make sense of it all, but fortunately it appears Mesópolis is buzzing at
the moment. From June this year we also have
http://www4.tce.sp.gov.br/6524-ciclo-regiao-fernandopolis, which shows a
nice flaggy table decoration. Now, at first this looks like a separate type
of decoration, as the coat of arms appears to be off centre. It's possible that that's
true, and it would be an interesting development in its own right if it were.
(Even then, this picture again shows three flags standing in the background.)
But comparing the two other pictures suggests that the green hoist triangle
does reach the top hoist but may not reach the bottom hoist. That would
indeed place the apex of the triangle higher than the centred coat of arms, just as we
see here.
It needs more eyes, among other things because I can't place
what part of the coat of arms we're seeing in the first photograph, but the flag might
be:
White, at the hoist a hoist triangle that only touches the top hoist
corner, with along its flyward edge a white stripe, then a blue, a white, a
red(dish), a white and a yellow, the latter reaching the bottom hoist corner,
the whole combination mirrored on the fly edge, with centred on the field the
Mesópolis coat of arms.
