Larisa Voloshenko, 19 Mar 1998

Description of the flag

16th April 2000 Aleksander Lebed, governor of Krasnoyarsk Kray, sign the law about the flag of Kray. As in many regions, it is red rectangular red field with coat-of-arms in the center (in red field a golden lion with a shovel in the right hand and sickle in the left hand) (Arms of Krasnoyarsk on the flag with golden leaves and ribbon).
Jaume Ollé, 07 May 2000 and 12 May 2000

The height of the arms is equal to 2/5ths of the flag height (according the Law No. 10-701). Third small shield above the main shield must be silver (not red).
Victor Lomantsov, 07 July 2002

About the flag competition

The contest terminated on the last day of 1997, and since first prize was ten million rubles I suppose they rendered judgment, but the Heraldica site does not give us either the jury’s award or a legislative ratification.
John Ayer, 19 Feb 2000

Please note that the values given are in old rubles: On Jan 1st 1998 the ruble was devalued 1000 fold, being one new ruble equivalent to 1000 old rubles (it was also equivalent to one US dollar — now it is worth four cents…) All this meaning that the first prize was worth approx. 1000 USD.

Coat of arms detail

Krasnoyarsk region CoA image by António Martins, 06 Jul 2002

This territory’s coat of arms is different from the historical Krasnoyarsk city coat of arms (shield on the city flag). On Rocich’s site, it is described as being «в червленом поле поверх лазоревого, …» (red, on a fess azureRSFSR nostalgia?). The description follows, by the way, «смещенного вправо и тонко окаймленного золотом столба, — золотой лев, держащий в правой передней лапе золотую лопату, а в левой — золотой серп.» (a standing lion holding spade in his right and a sickle in his left paw, all golden) — this part is identical to the historical city arms. Follows the crest and wreath: «Щит увенчан пьедесталом с орденскими лентами, окружен золотыми дубовыми листьями и кедровыми ветками, соединенными голубой лентой.» (crest is a pedestal with order ribbons and wreath of golden oak and cedar leaves draped with a light blue ribbon).

Fictional Yenisei Republic flag (1992-1993)

wrong flag image by António Martins, 16 Nov 1998

In 1992 or 1993 some regions self upgraded to constituent republics, and used ephemeral unofficial flags. One of the main republics was Yenissei Republic (Krasnoyarsk terr.), flag vertical red - yellow - red.
Jaume Ollé, 15 Apr 2000

I’m sure that this flag is a fiction. I don’t know who is author… It was adopted never and existed never.
Victor Lomantsov, 17 Apr 2000

This flag is fictional.
