It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of green and white.

Coat of arms

Shield Argent with base wavy of Argent and Azure; issuant from base a mount Vert; on its top a raven Sable, holding a palm branch Vert by his beak and right claw; in chief a grapevine Purpure leaved Vert at dexter and two olive branches Proper in saltire at sinister. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "ERVEDOSA DO DOURO".
Meaning:
The base wavy probably is representing Douro River. The raven is an attribute of St. Vincent, the local patron saint.
