From the Seogwipo web site:
Basically, white and blue colors on the flag represent clean, stability and dreams. The white lines on blue basics mean luck and the streets of Seogwipo Chilsimni. Also, the round orange color shows not only the rising sun and mandarin as Jeju's main agriculture, but also the bright future of Jeju.
