Brown flag with two white semicircles and a drop-like shape. 2:3~
Proportions of the flags are given from W. Smith 1980. Interestingly some of the flags there are marked as state flags while this one has no markings. I am not quite sure how to interpret the meaning of missing markings.

The prefecture emblem was adopted on Apr 15th 1953 but there is no flag law.
They used a maroon flag with a white prefecture emblem in the center.
