On 28 July 1981 the flag of the district of Kosrae or Kusaie was adopted.
  This design includes four white stars and the "Fafa" stone, a
  ceremonial stone in the Micronesian islands. There's a white wreath to
  remember the UN trust. Ratio 37:70

I spent the last week in the State of Kosrae, Federated States of Micronesia. 
The flag is in fact, UN light blue, rather than the royal blue depicted. The 
only place that I saw the flag flying throughout the island was at the 
governor's office. The FSM flag was not flying anywhere.

picture of the flag, and an image of the state seal.

The Kosrae state flag has a number of images, each symbolizing a significant 
part of Kosrae’s cultural lifestyle. The blue background represents the 
ever-present ocean. The fafa pounding stone represent the symbolic uniqueness of 
Kosraean culture. The four stars signify each of the municipalities in Kosrae. 
The laurel leaves depict peace and harmony.

The seal depicts the island itself with a palm tree in the center. Four stars 
represent the municipalities. The legend is "Kosrae State Government" and 
"Official Seal".
