The NPC is an association of journalists. It often provides a forum for speeches by public figures, at which occasion their flag is usually visible: dark blue with golden seal in middle and fringe.

"The National Press Club is a professional organization and business center 
for journalists and communications professionals. It is located in Washington, 
D.C. Its membership consists of journalists, former journalists, government 
information officers, and those considered to be regular news sources. Its first 
meeting was held on March 12, 1908"

The gonfalon can be seen in several other photographs online, particularly in 
photographs at

The gonfalon appears to have stripes above and below the seal, 
gold-white-gold, fimbriated dark blue, with the gold stripes being roughly 
one-half the width of the white stripe.
