In the Spring of 1984 Powell did adopt a flag. I was in the USAF and in April 
through June 1984, I was on temporary duty at a Strategic Air Command Combat 
Evaluation Group radar site. I recall when the flag was adopted and even bought 
a small 2” x 3” version. Unfortunately after 38 years and 4 moves I can no 
longer locate it. IIRC, it used the Wyoming state flag as a base but also had a 
stylized silhouette of Heart Mountain on it. The silhouette was similar to the 
one in the logo with the star but without the lettering.

It has the stylized Heart Mountain and star but I can’t remember if that replaced the bison on the state flag. If the patch is based on the city flag then it probably had replaced the bison.

I managed to find a photo of the flag inside of the municipal building. It was 
posted by Donate Life Wyoming, and is probably the only photo of the inside of 
the municipal building I could find.

Apparently, the star represents Powell’s geographic location within the state.
