What appears to be a bicentennial flag (uncertain for what) can be seen at
Facebook. Nothing is known about this specific flag, except that it has been 
used by the city since at least 2015. The only detail I am able to make out is 
the word "BICENTENNIAL".

I received a response from the city clerk a while back that they do not have 
a city flag, so the Bicentennial flag in the city chambers is a reminder of 
either the city or the US's bicentennial.

If it's an American Bicentennial flag, that would be a bit strange since 
that'd mean its been hanging in the council chambers for [almost] 50 years now. 
And Laramie doesn't celebrate its bicentennial until 50 years from now..
