Mayor Linda Lehmen sent me a copy of her March 2023 newsletter which explains 
how the flag was developed and adopted:

According to the newsletter and her email to me, Mayor Lehman had been 
disappointed that she and Benton City had never participated in the Parade of 
Flags at annual conferences of the Alliance of Washington Cities. The Chamber of 
Commerce announced a flag contest in 2021, but few entries were received. 
However, in August 2022 the Mayor received an email from Pierre Gautier of 
France that his two children, Luka, age 12, and Maja, age 9, would like to be 
sent a city or state flag. Because Benton City had no city flag, the Mayor sent 
a Washington state flag and asked if the children had any ideas for a city flag. 
They sent a drawing, which was developed into a modern flag by the mayor and 
local graphic artist Windy Welch. The flag was presented to the city council 
and, with a few revisions, was approved on March 21, 2023.
