Using the city's branding guideline at
https://abilenetx.gov/DocumentCenter/View/8140/City-of-Abilene-Image-Guide-PDF?bidId=, 
I was able to make an image of the flag. Specifically, the guide calls for the 
blue shade to be Pantone 285 C (similar to Estonia's blue shade) and the red to 
be Pantone 185 C. The font used on the flag is the Franklin Gothic Book 
typeface.
