A navy blue flag with the seal centered, 18 and 71 on either side, the name and state above, and "Renowned. Rugged. Refined." below, all in white.

A navy blue flag, with the words Oil City written large in white, the letters i being replaced by gushing oil derricks. The letter y has an extended tail, on which is written PENNSYLVANIA. Below is written 18 and 71 with the motto "A Special Blend of People" between them
