I came this flag proposal (image:

but no further information if there is indeed a contest for flag proposals. For 
the moment, such a proposed flag (http://i.imgur.com/ElyJbU1.jpg, 
archived as us-orben!.gif) was submitted 
through Reddit and its designer (User: ShotgunPaul) mentions the following 
information when designing the flag: "First attempt at a flag for Bend. Gold 
represents the high desert and craft beer industry, black is the volcanic rocks 
and mountains, blue is the open sky and freedom for Bend residents. The 
mountains in profile are Bachelor and the Sisters. I think as I refine this, the 
profile is what I'll work on the most. (The three stars represent) Three phases 
of its history: The original Native tribes, the construction of the sawmill on 
the Deschutes River, and its incorporation as a city (January 4, 1905)."
