I found an old New York Times article from August 25th 1967 describing an 
older flag for Glassboro, New Jersey:
Glassboro's New Flag Makes 
It Summitboro
A new flag was flying below the American flag in front 
of the Glassboro Borough Hall today. The banner bore the yellow letters, 
"Glassboro, N.J.—The Summit Town," on a deep blue background. The arrival of the 
flag commemorating the June meeting between President Johnson and Premier 
Aleksei Kosygin at Hollybush was announced by the Borough Council.
