I found this flag in a 2015 article of the Municipal website: http://www.themunicipal.com/2015/12/wilkesboro-north-carolina

Because I couldn't find a better photo of the flag, the typeface of the motto (confirmed to be "Where the Mountains Begin") is my best guess.
