The flag of Warsaw contains the seal on a white field, but on the seal are 
two other flags - the national flag of the US and a red over blue flag with a 
white sketch on it. At the bottom of 
https://www.townofwarsawnc.com/ is a clearer image of the seal alone where 
it shows that the white arc has text on it, but it is illegible.

It is not the county flag (Duplin County, North Carolina), which can be seen 
at
https://wcti12.com/news/local/cooper-concerned-about-coronavirus-in-duplin-ncdhhs-expands-testing-contact-tracing 
and it is not the state flag either. However, I wonder if it is something with 
their designation as having the most consecutive Veteran's Day parades in the 
US? The city police use this seal as part of their badge, but without text.
