Description of the flag

The flag is a horizontal tribar, light blue-white-light blue, with the white striped edged in green; in center a white disk edged yellow, bearing the name in red and two yellow stars, and on the center a smaller blue disk showing a stylized scene with tall buildings, waves and the sun.
