Edmonson County flag is diagonally divided with red in the upper hoist, white in the broad central band, and blue in the lower fly. On the white band is the county seal, showing a flying eagle.
Valentin Poposki, 27 October 2005
According to the Daily News of January 11, 1989, the flag of Edmonson County
was adopted following a contest held by the beautification committee of the
Brownsville-Edmonson County Chamber of Commerce held in October for a flag
design. About 30 entries were received.
The Edmonson County flag was
presented on January 10, 1989 to the county's fiscal court. The flag's designer
is Chris Alford, a Brownsville high school art student at the time, who said he
designed the flag after talking to several Brownsville businessmen and county
officials. He said he used diagonal stripes simply because there is a low
amount of national flags using it and was inspired to use the seal as the
central design after seeing county officials wear it. Though the meaning of the
red, white, and blue is not described, it is obvious these are the national
 colors.

The source website
http://www.edmonsoncounty.com/ecccflag.htm) redirects to the main page of
the English Wikipedia; its content archived at

https://web.archive.org/web (last version July 2008), but the flag image
was not stored. This page states also "Flag size – 24 x 36 inches", a 2:3
ratio. The county logo in use back then is not the same design as the seal on
 the flag:

The
 official county website
since 2017 seems to lack a page about the flag; Daniel’s report confirms however that the flag is still in use.

hoisted on the same pole as the national flag, under it (state flag absent).

A 3x5 version of the flag is seen here:

 https://www.facebook.com/EdmonsonCountyTroop597, though the colors are
flipped for some reason. Also I included a white border [in an
 earlier version of the image]
intentionally as I had seen it on a photo of the flag before, and its not a
fringe. I haven't been able to find the image again, this is the best I can
 find:
