Description of the flag

Diagonally divided per bend sinister, blue-yellow-red, the yellow band bordered white, with the seal(?) in the lower fly and another item in the upper hoist.

The badge in the lower fly is this older seal design: https://scontent-sea1-1.xx.fbcdn.net.

It is clear from this photo that the badge in the upper hoist is an adaptation of the shield of arms of Westminster in London: https://upload.wikimedia.org/wikipedia/en/2/25/Westminster_arms.png%e2%80%8b
