On May 21, 2018, Bella Vista adopted a city flag. Out of 600 entries, the design by Cooper Elementary fourth-grade student Briley Wooldridge, was chosen by the city council. The story, posted at http://bvwv.nwaonline.com/news/2018/may/23/city-council-narrowly-approves-pay-rais/ and http://bvwv.nwaonline.com/news/2018/may/30/fourth-grade-flag-designers-use-symbols/?print,the Art Council asked Cooper Elementary for a design for the city and it seems that the contest was only offered to the school students.

The design uses a red map of Arkansas and the city location is with a gold rotating star to denote the city's location. The city logo, in full color, is placed in the center of the map. I have not seen this in full cloth in person but I saw a similar flag on a fire station pole yesterday where the city logo was replaced by an older logo (now that belongs to the POA https://bellavistapoa.com/) but I did not have a chance by to stop and see for sure (it was also a very heavy flag so the details were hard to see other than this all white POA logo and red map).

A "jade green" flag with the municipal emblem centered in white and "jade green".

The logo that is on the flag belongs to that of the Bella Vista Village Property Owners Association and the flag belonged to the POA...until 2008. According to the minutes of a meeting in 2008 (www.bellavistapoa.com/board/minutes/2008/09182008.asp), the Bella Vista POA flag has been officially abandoned. To quote the minutes:

"E) Amendment to Policy 9.01 Bella Vista Logo (1st Reading)
Director Johnson explained the need for the revision to this policy. He said a flag design is found in the old policy, but since that time, two logos have been used, one of which is trademarked. Director Johnson said the Committee felt they should remove the flag design from the policy and just have two Bella Vista logos which are trademarked at both the federal and state level, and leave the usage of the logos to the General Manager. He made a motion that revised Policy 9.01 be approved on first reading, seconded by Director O'Neil.

Chairman Dale asked about the reference to "Village" and whether people would be confused.

Director Johnson said these logos are just for the Association's use, and said the City has its own logo.

The motion passed unanimously with Director O'Neil voting Director Smith's proxy and with Chairman Dale voting Director Williams' proxy."

The second logo referenced is on the bottom right of page 2 of bellavistapoa.com/board/DeclarationChanges/ProposalsBrochure.pdf. The oak leaf logo is used more often than the POA logo (I recall even seeing this second logo on a white flag, but it has been at least 7 years since I saw it).

The black and white diagram (shown below) mentions a "jade green" background (which I colored as RGB:0-153-153; this might be FIAV-coded as BV or BV+), but there's no indication about the color of the emblem; I assumed it is white.
The emblem is circular with an ornate baroque border protruding inwards. On it a "BVV" monogram between a "P" (hoist), an "O" (fly) and an "A", below.
