According to
this article by the Fairbanks Daily Miner, Fairbanks adopted an unofficial 
flag in 1977. Part of what is called a Golden Days contest, Joyce Burnette won 
among 75 entries, though no one notified the city about this contest and the 
city council did not approve of this flag. It made its first appearance on 23 
July 1977 in the Golden Days parade, and uses gold and blue with what seems to 
be a white line cutting it in half. Of course, gold and blue are taken in 
inspiration from the flag of Alaska (and more personally, because the designer's 
husband used those colors when racing in Georgia). The Midnight Sun is displayed 
in the upper half, with the Northern Lights in the lower one.
