Obwen'engo Bwa Bugwe, the Samia Bugwe cultural institution according to this

has been gazetted by the Ugandan government back in 2019.
As we can 
see in this video:

horizontal triband ( dark grey/yellow/purple) with the emblem of the "kingdom" 
in a big oval.

The background ellipse is shifted to the 
top to match the tricolor background stripes visible in that source image - the 
coffin draping flag in the mentioned video seem to match this unusual design, 
with the yellow stripe meeting the edge of the oval at clearly not symmetrical 
points. This image uses a 2:3 which seems to be what the video shows, and has 
the overall emblem placed so that the sun and the ogival tip are centered, the 
resulting asymmetry being caused by the details of the actual image.
This 
video also shows clear contrast between the middle stripe of this flag and the 
shade of yellow on the national flag of Uganda to be darker, more golden.
