HeimerTrapezoidal pennant blue with white sun at hoist and red at fly. The
  construction details are given in Flaggenbuch [neu39]. Width at hoist 15, width at fly
  3, length of the entire pennant 150, length of the blue hoist field 30. Sun at
  the center of the blue field, height 2/3 of the hoist (i.e. 10)

A naval commission pennant flag of the "Republic of China" (Taiwan); c. late 
1940s. In this photo this pennant has "RCS TAI CHONG" written on it, also may 
have been spelled as "Taicang". The Taicang was formerly the USS Bostwick until 
it was purchased from the United States of America by the Republic of China Navy 
(Kuomingtang , formerly Tongmenghui). Used during the Chinese civil war against 
the Chinese Communist Party. When the nationalist Republic of China were 
defeated, they fled to Taiwan aboard the Taicang.

The way the pennant was used and how the fly end is shredded, it is a (well 
used) masthead pennant.

It was adopted on August 1st, 1912 and still flown on ROC Naval ships.
