According to the Thai Ministry of Interior in 2000, the flag of Ya Sothon
province looked white over light blue, with a representation of the
provincial seal in the center, the seal having a black background. But the
provincial flag can be seen on the provincial website at
http://www.yasothon.go.th/web/Yaso_files/images/yaso11.png
(in http://www.yasothon.go.th/web/provincial/provincial2.html)
where in fact its colours
are pink over light blue, and the seal in the middle has a white background,
and not a black one as on the image on the Ministry of Interior website. I
think that the reason for this misinterpretation is a transparency problem in
the image seen on the Ministry of interior website.

Former flag : national flag with provincial seal in the center.
Description
from http://en.wikipedia.org/wiki/Seals_of_The_Provinces_of_Thailand:
The
seal of the province shows two mythical lions, called singh, facing the chedi
Phra That A-non (named for Ananda, a devout attendant of Gautama Buddha), in
the temple Wat Maha That in the city of Yasothon.
