Description of the flag

The flag of Votkinsky district was found at https://moyaokruga.ru/vegavotkin/Articles.aspx?articleId=290238. It is blue with 12 golden heads of wheat along the bottom, a yellow building topped by a tall spire and surrounded by a white garland in the center, and white 8-pointed stars in the upper hoist and upper fly.
