This is the flag of the old Kamchatka free state (cf. Adolfo Duran via Michel Lupin via Falko Schmidt). According to SAVA newsletter 24 [sav], via Falko Schmidt, the flag is in use today.

This is (FOTW W-R-B) is a completely fake flag. A.A. Purin in his memoirs wrote that during Jul 1918 (main period of "autonomy") Russian tricolor was flown in Petropavlovsk. Bochkarev also few Russian tricolor at his office at some point (he came on behalf of Primorye.

Russian tricolor was used in Kamchatka to 12 Mar 1918, 12 Jul 1918 - 10 Jan 1920, 30 Oct 1921 - 10 Nov 1922.
