The coat of arms is depicted on a shield of the French heraldic form. The shield is divided into three parts by wavy lines: the upper part is green; the middle part is silver; the lower part is green. Within the green shield is a silver wavy belt, accompanied at the head of the shield by three golden eight-pointed stars in a row. The shield is crowned with a golden turret with a three-pronged crown and surrounded by golden ears of grain, connected by the Alexander ribbon.

The shield of arms is the same as that of present-day Amur Region, as well as
that of the Amur Region of the Russian Empire:

The Crown is different between the arms of the Region and the City.
