It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

Shield Vert with base wavy of Argent and Azure, two mattock's Or bladed Argent in saltire, in chief a porticus Argent masoned Sable. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "RIO MAU - VILA DO CONDE". 
Meaning:
The porticus is representing the Romanic church of St. Christopher, the local patron saint. The church had been founded in the 12th century and has been made a national monument in 1910. The mattocks are representing agriculture as economic base of the commune. The base wavy is representing the rivers Este and Ave.

Rio Mau was one of the pre-2013 communes of Vila do Conde Municipality; it had 1862 inhabitants in 2011 and covered 9,9 km².

Shield Vert with base wavy of Argent and Azure, issuant from base a throughout bridge Sable masoned Argent, having three arches, in chief a pair of scales Or, balanced by a sword flamant Argent hilted Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "ARCOS - VILA DO CONDE" 
Meaning:
Sword and scales are attributes of St. Michael, probably being the local patron saint. The bridge is also representing the bridge of St. Michael of Arcos.
